Si tratta, nell’immediato, di dar vita ad un concreto confronto con altri Soggetti politici, con Associazioni economiche e di categoria e con tutte le altre rappresentanze sociali per valutare insieme se esistono le condizioni per un impegno comune ed un lavoro condiviso.

Per il Partito Democratico è imprescindibile un effettivo e adeguato coinvolgimento dei cittadini e a tale scopo occorre procedere alla costituzione di un Comitato che promuova assemblee ed incontri pubblici in tutta l’isola, predisponga una proposta di legge regionale e raccolga 5.000 firme per la sua presentazione al Consiglio regionale e per la richiesta alla Regione Toscana di indire un referendum popolare.

L’eventuale nascita del Comune unico non dovrà naturalmente cancellare le diverse identità municipali, che fanno parte della storia e della cultura della nostra isola, e che noi consideriamo una risorsa imprescindibile per il nostro sviluppo. Per questo, contemporaneamente al Comune Unico Elbano, dovranno essere costituti i Municipi, con il compito di provvedere alla gestione dei servizi sul territorio e di garantire efficaci forme di partecipazione popolare alla gestione della cosa pubblica.

Il Partito Democratico ritiene infine che le Amministrazioni Comunali ed anche le rappresentanze più significative della realtà economica e sociale dell’isola debbano concorrere, attualmente , al rafforzamento e alla valorizzazione del ruolo dell’Unione dei Comuni anche tenendo conto delle importanti novità contenute nel recente Decreto legge anticrisi del Governo che fa obbligo ai piccoli Comuni di gestire in associazione importanti funzioni comunali che riguardano l’ambiente e il territorio, la polizia municipale, i servizi scolastici e educativi, il sistema dei servizi sociali, la viabilità comunale e i trasporti pubblici e delle altrettanto importanti novità del futuro Codice delle autonomie locali, in corso di approvazione al Parlamento, che estenderà tale obbligo ad altre funzioni di rilievo come l’edilizia privata e la vigilanza sul territorio, la gestione dei teatri, delle biblioteche, dei musei e degli archivi storici, la programmazione e la localizzazione delle attività produttive e dei pubblici esercizi.
